Why do we need it?
A permission set with no account assignment never appears as a portal tile.
What is it?
Create a user and group in the Identity Center directory, create a ReadOnly permission set, assign group + set to the lab account.

How to do it
Users → Groups → Permission sets → AWS accounts → assign users/groups.
Example
Sign in at the portal; the lab account shows a ReadOnly tile you can click.
