Yes — that is the point of EFS (NFS shared file system across AZs in the region).
Why it matters
EBS volumes attach to one instance (with multi-attach only for special io2 cases).
How / example
Create mount targets in each subnet/AZ; mount the same fs-id on every web EC2.
