36.20 Government and NGO

Ward offices and camp leads are asked three things: did the application close inside the promised days, did the benefit reach the people on the target list, and was the grant spent on that reach. Events held is the vanity metric. The offices below are fictional. They are not PMC, NMC, or any real scheme's figures. Do not quote them as a government result.

  • Closed in 7 days is 303 ÷ 440 = 68.9%.
  • Reach is 500 ÷ 750 = 66.7%.
  • Utilisation is 3,48,000 ÷ 4,40,000 = 79.1%.

Pune ward: closed 80 ÷ 100 = 80.0%, reach 150 ÷ 200 = 75.0%, utilisation 70,000 ÷ 1,00,000 = 70.0%, events 2. Nashik camp: closed 72 ÷ 80 = 90.0%, reach 120 ÷ 120 = 100%, utilisation 58,000 ÷ 60,000 = 96.7%, events 1. Kolhapur camp: closed 24 ÷ 60 = 40.0%, reach 40 ÷ 100 = 40.0%, utilisation 80,000 ÷ 80,000 = 100%, events 8.

Why Sixty people on the target list were not reached, and 36 applications waited past 7 days. The event calendar and the "grant fully used" line look like a successful month.

What the manager does. The Nashik camp lead is the pattern: one event, the whole target list reached, almost the whole grant used on that reach. The Pune ward officer clears the 20 applications that missed 7 days before booking another camp. ₹30,000 of the Pune grant is still unspent, and 50 people on the target list were not reached. That is the week's work. The Kolhapur lead stops the event series. Eight events spent ₹80,000 and reached 40 people. Sambhaji Nagar is the same vanity: 6 events, reach 30 ÷ 100 = 30.0%, closed in 7 days 28 ÷ 70 = 40.0%.

Ravindra Bagale's Tip

Friends, many students call 100% utilisation an achievement. Money running out does not mean people were reached. Keep Reach % and 7-day closure next to it. An event count is never a KPI until it shows the people on the event list. Remember this rule.
