16.4 Application minimum bar

1. GET /health returns JSON like {"status":"ok"} (or HTTP 200 with a clear body).
2. One business-ish route (GET /badge) returns JSON for a sample profile badge.
3. App binds so Docker port publish works (0.0.0.0, not only 127.0.0.1 inside the container).
4. README shows exact curl examples.
