How to Report Cyber or UPI Fraud in India (1930, cybercrime.gov.in and Your Bank)

If you lose money to a UPI, OTP, card or online scam in India, call 1930 immediately. It is the national cyber fraud helpline, and it works with banks to try to freeze the money. Then call your bank to block the card or UPI and dispute the transaction, and file a complaint on cybercrime.gov.in, the National Cyber Crime Reporting Portal. Save the acknowledgement number, transaction IDs (UTR) and screenshots. The faster you report, the better the chance of getting money back.

Do this now, in this order

  1. Call 1930.
  2. Call your bank's official helpline (number on the back of your card or the bank's own website) and block UPI, card or net banking.
  3. File on cybercrime.gov.in → Report Cyber Crime → Financial Fraud.
  4. Screenshot everything: the transaction, the UTR, the scammer's number, UPI ID and chat.
  5. Change your UPI PIN and passwords from a safe phone.

A live example first

Here is a typical case of the kind reported in Indian news every week. Rahul in Nashik gets a WhatsApp message: "Your electricity will be cut tonight. Call this officer." The "officer" asks him to install a screen-sharing app and pay ₹10 to "update" the bill. Minutes later, ₹48,500 leaves his account in two UPI transactions.

What he does next, minute by minute:

Time Action
7:42 pm Sees the debit SMS and realises it is fraud
7:44 pm Uninstalls the screen-sharing app, switches on flight mode on that phone
7:46 pm Calls 1930 from his wife's phone and gives the UTR numbers and amounts
7:55 pm Calls his bank's helpline, blocks UPI and net banking, disputes both transactions
8:20 pm Files a complaint on cybercrime.gov.in and gets an acknowledgement number
8:30 pm Reports the scam number on Sanchar Saathi → Chakshu
Next day Visits the cyber police station with printouts, as asked

Because he reported within minutes, the receiving bank could put a hold on part of the money. That is why speed matters more than anything else.

Why speed matters

First hour after cyber fraud Call 1930, block with the bank, file on cybercrime.gov.in, keep evidence and follow up. In the first hour: call 1930, block with your bank, then file on cybercrime.gov.in.

Fraudsters move money quickly through several "mule" accounts and then withdraw it. When you call 1930, the details go into the Citizen Financial Cyber Fraud Reporting and Management System, which alerts the banks and payment apps in the chain. If the money has not left the next account yet, it can be put on hold. After a few hours, it is usually much harder to trace.

How to file on cybercrime.gov.in step by step

  1. Open cybercrime.gov.in (type it yourself; never click a link in a message).
  2. Click File a Complaint and accept the terms.
  3. Choose Report Cyber Crime (financial fraud is a separate track from women/child-related crime).
  4. Log in with your mobile number and OTP. This OTP is from the government portal, which you started yourself.
  5. Choose the category Online Financial Fraud and the sub-type (UPI, debit card, internet banking, etc.).
  6. Fill in the date, time and how it happened, in simple words.
  7. Add each transaction: bank, transaction ID or UTR, amount, date.
  8. Add the suspect details: phone number, UPI ID, bank account, website or app.
  9. Upload screenshots (each file must be small; crop if needed).
  10. Submit and save the acknowledgement number.
  11. Use Track your complaint on the same portal later.

What to tell your bank

  • Ask them to block the card, UPI or net banking at once.
  • Ask them to register a dispute for each transaction and give you a reference number.
  • Ask for this in writing (email) as well.

Under the RBI's 2017 rules on customer liability, if the fraud happened because of a breach in the system or by a third party, and you report within 3 working days, your liability can be zero. If you report later, or if you shared your OTP or PIN, the bank's policy decides how much you bear.

Report scam calls and messages too

Even if you did not lose money, report the attempt so others are protected:

  1. Open sancharsaathi.gov.in and choose Chakshu.
  2. Report the suspected fraud call, SMS or WhatsApp number.
  3. Use Know Mobile Connections in Your Name (TAFCOP) to check no extra SIMs are registered on your ID.

Common scams and the one rule for each

Scam What they say Rule
UPI "collect request" "Enter your PIN to receive money" You never need a PIN to receive money
Screen-sharing app "Install AnyDesk to fix your bill" Never install an app because a caller asks
Fake KYC / electricity "Account blocked tonight" Call the official number yourself
"Digital arrest" "CBI / customs case, stay on video call" Police never arrest or collect money on video calls
Task / part-time job "Like videos and earn, then invest" Paying to earn is always a scam
Courier call forwarding "Dial *401* and this number" Never dial codes a caller gives (see our call-forwarding guide)

Real example

In his Mann Ki Baat radio address in October 2024, the Prime Minister warned the country about "digital arrest" scams and gave three steps: stop, think, take action, which means do not panic, remember that no agency makes such calls, and report it on 1930 or cybercrime.gov.in. The Indian Cyber Crime Coordination Centre (I4C) runs both the helpline and the portal.

Mistakes to avoid

  1. Waiting until morning to report. Call 1930 the same minute.
  2. Searching "bank customer care number" on Google. Fraudsters list fake numbers. Use the number on your card or the bank's official app.
  3. Paying a "recovery agent". Anyone who charges to get your money back is a second scam.
  4. Deleting the chat out of embarrassment. It is your evidence.
