12.8 Terraform vs Ansible (clear boundary)

| Ansible | Configure OS and apps inside machines |
Teams often: Terraform creates the VM + SG; Ansible (or user-data lightly) installs Nginx. Do not force one tool to do the other's whole job on day one.
